Collins & McVean, LLP represents clients throughout Northern California in landlord-tenant disputes, real estate transactions, business matters, and criminal defense. Founded by attorneys Rachel McVean and Ian Collins, our firm combines decades of experience with a practical, results-focused approach. Rachel brings 19 years of landlord-tenant and real estate law expertise, while Ian’s background includes extensive criminal defense work, at both the misdemeanor and felony level. Based in Redding, we provide straightforward legal guidance to property owners, businesses, and individuals facing complex legal challenges.

Ian Collins
IAN COLLINS co-founded Collins & McVean with Rachel L. McVean in 2026 after having worked at Reese, Smalley, Wiseman & Schweitzer, a long-time Redding law firm, and as a trial attorney for the Shasta County Public Defender’s Office. There, Ian’s practice included litigating complex civil and probate matters as well as defending individuals in criminal jury trials. Ian’s practice focuses primarily on criminal defense where his extensive courtroom experience allows him to provide quality service to his clients. Ian also volunteers his time to help children in the juvenile justice system. Ian is a Shasta County native and enjoys getting outdoors to backpack, hike, and kayak on our beautiful trails and lakes.

Rachel L. McVean
RACHEL McVEAN focuses her practice primarily on landlord/tenant law, and on transactional business and real estate matters. Ms. McVean has experience in a wide range of real estate transactions, including commercial and residential real estate sales, leasing and construction and other contracts, and the filing and enforcement of mechanics’ liens. She has experience with the organization and maintenance of business entities, including corporations, partnerships, and limited liability companies. Ms. McVean also advises clients with respect to the application of California’s complex landlord-tenant laws, and has extensive experience in residential and commercial evictions, representing one of the larger landlords in the North State.
Ms. McVean joined the Redding firm of Reese, Smalley, Wiseman & Schweiter, LLP as an associate in 2018, and became a partner in 2023. In February of 2026 she and her partner, Ian S. Collins, decided to form their own firm, and founded Collins & McVean, LLP. Ms. McVean is licensed to practice law in both New York and California and is admitted to practice in the United States Court of Federal Claims. In her free time, she enjoys knitting, building Legos with her family, gardening, and buying an honestly ridiculous number of houseplants.
